The D3D9 backend was annoying to keep around. Anything above a Geforce 6xxx series or Radeon 1xxx series should generally be fine for running Dolphin. They lack critical emluator necessary to emulate the GC and Wii, which made Dolphin have to work ten times as hard hacking around and doing dumb things to try to maintain accuracy and speed.

D3D10 and OpenGL provide a feature called "dual source blending" which allows devs to implement destination alpha in a straightforward way. A hack was used for D3D9, but it's incredibly ugly and is still broken in some games. While it could be possible to implement many them without removing D3D9, it would be far too much work for any of the developers to attempt.
